Entrust three functions to municipal, city, district, and communal administrations
The sub-decree is issued for the betterment of the welfare service of Cambodian children through transferring the decision-making and responsibility in delivering these services to the administration that is supposedly close to vulnerable and victimized children. This sub-decree also aims:
- to transfer function of managing government’s childcare centers to municipal and provincial administration
- to transfer function of monitoring NGO’s childcare centers to municipal, city and district administration, and
- to transfer of function of managing caring services for vulnerable and victimized children in the community to municipal, city and communal administration.
Functional transfers also include the transfer of finance, property, and human resource.
