The Ministry of Health has issued an announcement amending measures on protection, prevention, and response to the spread of Covid-19 for passengers entering into Cambodia through various means of transportation (Source: Ministry of Health [Khmer]). The amendment to the measures states that any traveler entering Cambodia is required:

  • to have a health certificate proving that they are Covid-19 negative within the last 72 hours,
  • to have health insurance with the minimum amount of USD 50K, and

The government has issued a travel restriction for the upcoming Khmer New Year in order to prevent the spread of Covid-19. The restriction includes ban on getting in and out of Phnom Penh, from one district to another and from one province to another. However, all transportation of goods by land, water and railway, vehicles belonging to civil servants and armed forces, public and private ambulances, fire trucks, and waste collecting trucks are exempted from the ban. Additionally, transportation of garment workers is permitted by the Ministry of Labor and Vocational Training and of people going to hospitals or commune health centers is also allowed but is limited to only four people at one time. The government has issued a three-month minimum tax exemption for the aviation sector and an exemption on all types of monthly taxes for tourism operators:

  • The minimum 10 per cent tax exemption applies from March to May for airlines operating in Cambodia.
  • Airlines are allowed to set up debt repayment plans to be paid in installments following the temporary suspension of operations.
  • Tourism operators eligible for tax exemption include hotels, guesthouses, restaurants and aviation agencies that are registered with the Ministry of Economy and Finance’s General Department of Taxation.
