Background 

The Cooperation Committee for Cambodia (CCC) was established in 1990 and was registered with the Ministry of Interior in 2011. With 34 years of operation, it is considered the oldest and largest membership-based organization serving NGOs in Cambodia. In 2024, CCC members rose up to 190 active NGOs, integrating both domestic and foreign organizations whose operations cover diverse development sectors in Cambodia. Furthermore, CCC has established formal collaboration agreements with 16 provincial NGO networks and also work with 5 provincial CBO network, representing a wide range of geographic areas. CCC has also extended its coalition to include a number of civil society platforms, at both national and international levels.

CCC utilizes a program-based approach, consolidating its efforts to address the needs of its members, target groups, and beneficiaries, while responding to emerging development challenges and addressing the enabling environment for CSOs. Since 2011, the Governance Hub Program (GHP) has been CCC’s sole and distinct initiative, through which the organization meets its overall goals.

Main Activities

  • Coordinate: CCC plays significant role in bridging gaps among development stakeholders (particularly civil society, the government, development partners, and the private sector) by fulfilling the needs of members through capacity development and inclusive partnership. As the largest membership-based organization for NGOs in Cambodia, CCC has already taken part in various partnerships with stakeholders at the national, sub-national, and regional levels. In this role, CCC will continue to strengthen synergies within civil society, particularly by sharpening collective efforts among CSOs, CSO networks, and coalitions at all levels.
  • Monitor: As the secretariat, CCC’s role is monitoring policy development, the legal framework, and its implementation. A significant aspect of CCC’s role also involves capacity strengthening for its members and target groups regarding the legal framework and policy development. This capacity development aims at fortifying them with a better understanding of existing frameworks and policies, enabling effective tracking and monitoring, and facilitating input for the reform of policies and legal frameworks.
  • Advocate: CCC plays an important role in fostering a better enabling environment, so that development actors are able to cooperate effectively. As the advocate, CCC will improve elements of the enabling environment through strategic discussion, working to better the legal framework, relations between government and civil society, cooperation and coalition-building within civil society, multi-stakeholder collaboration, and inclusive partnership.

 Partnership with Ponlok Chomnes

Under the Ponlok Chomnes Program phase II, CCC aims to improve partnership and collaboration between different actors in advocating for and monitoring legal frameworks, reforms, and policies affecting CSOs at the national levels. Regarding policy dialogue that CCC is implementing to the policy engagement fund of Ponlok Chomnes, CCC will conduct the survey on Enabling Environment and Inclusive Partnership of civil society in Cambodia. This study will be the joint study with other networks on civic space will enhance the bigger aspects of how civil society operation and contribution to the development of the country.

At the same time, CCC will support its members and non-members capacity building on the implementation of Law on Taxation and Accounting Auditing for non-profit entities. The activity will contribute mainly focused on the new Digital Financial Report. The project empowers civil society to understand the how legal frameworks connect to civic space and enabling environment as well as the approach on working as the partnership with other stakeholders.
