Background

The Cambodia University of Technology and Science (CamTech University) was established with the support of the Khmer-Chinese Federation Association, spearheaded by Lok Neak Oknha Dr. Pung Kheav Se, in 2018. The university was founded to enable young Cambodian talent to receive top quality tertiary education specializing in the science, technology, engineering, and mathematics (STEM) fields. In 2021, CamTech received official approval from the Royal Government of Cambodia to formally open, with the establishment of five faculties: the Faculty of Engineering; the Faculty of Arts, Humanities, and Social Sciences; the Faculty of Business and Management; the Faculty of Applied Sciences; and the Faculty of Sustainable Built Environment. CamTech University’s motto is Knowledge, Reason, and Character. The university strives to provide the best STEM education for our students, and also encourages them to apply what they learn through project-based learning and internships, helping them meet market demands and societal needs.

Main Activities

Over the past four years, CamTech University has achieved several remarkable accomplishments. Some of the notable achievements include:

  • Expansion of CamTech’s network of industry and educational partners. To date, the university has over 70 local and international partners, with collaborations in various formats, including student and staff exchanges, joint research collaborations, and more.
  • Establishment of new and beneficial facilities and research centers. The university launched the Artificial Intelligence (AI) Lab of Education at the start of 2025 to support students’ AI research and project implementation.
  • Impactful research projects funded by notable organisations and institutions, such as the International Labour Organisation (ILO), the Ramboll Foundation, the Joint United Nations Programme on HIV/AIDS (UNAIDS), Boeing, and the National Institute for Health Research (NIHR) covering diverse fields including socio-economics, healthcare, education, and more.
  • CamTech’s faculty members and students have successfully published in well-known journals, such as the Institute of Electrical and Electronics Engineers (IEEE) and the Journal of Sensor and Actuator Networks, as well as presented at prestigious conferences like the Conference on Software, Knowledge, Information Management, and Applications (SKIMA). CamTech faculty and students have also published books.
  • The university has successfully organised conferences such as the Software, Knowledge, Information Management and Applications (SKIMA) conference in 2022, the 11th Multidisciplinary Research International Conference in 2023, the 3rd and the 4th Biennial Conference of the Comparative Education Society of Cambodia (CESCam), and the Cambodia-Indonesia Higher Education Forum.

Partnership with Ponlok Chomnes

Under the Ponlok Chomnes Program phase II, CamTech aims to identify the challenges and needs of small and medium enterprises (SMEs) in Cambodia and provide a comprehensive research study to inform policy development that ensures SMEs’ needs are met. The research objectives are committed to inclusivity for everyone, including women-led SMEs and marginalised population-led SMEs. The programme focuses on critical topics such as access to finance, regulatory barriers, infrastructure gaps, human capital challenges, and market access limitations. Through a series of consultations and discussions, the study will provide insights into successful examples, challenges, global best practices that can be adopted, and how to move forward with creating effective policies tailored to SMEs’ needs by analysing current programmes, policies, and initiatives. This approach will lay the foundation for formulating an evidence-based, contextualised, and tailored SME policy for the unique Cambodian business environment. The implications of this study will serve as the cornerstone for policy development to support the growth of SMEs, aligning with the national development priority agenda.
