On 26 March 2026, the Ministry of Environment (MOE), Ministry of Social Affairs, Veteran and Youth Rehabilitation (M0SVY), National Institute of Social Affairs (NISA), and Analyzing Development Issues Centre (ADIC) co-organised a Consultative Workshop on Project Conceptualisation “Achieving Social Protection in NDC 3.0”, aiming at translating national commitments into tangible practices for achieving social protection for vulnerable and at-risk populations, while also contributing to Cambodia’s NDC 3.0.
This workshop represents a strategic shift from research toward actionable policy, focusing on the development of “finance-ready” project concepts. Building on the Australia-Cambodia Development Partnership Plan and prior research under Ponlok Chomnes, the session aimed to align social protection interventions with Cambodia’s NDC 3.0.
The workshop focused on key objectives:
– Strengthening social protection with climate vulnerability contexts.
– Incorporating perspectives of marginalised groups (women, youth, IPs, LGBTQIA+, and PWDs) into project strategies.
– Co-designing a path for project formulation and resource mobilisation.
Policy Engagement Fund provides funding to joint initiatives between the government and Ponlok Chomnes partners, to address a gap in research (data), communication, and/or dialogue while aligning with government priorities and promoting evidence-based, inclusive policymaking.
