Background
Nak Akphivath Sahakum (NAS) was established on May 1,1999 in Kampong Cham province. NAS is committed to work with the Cambodian government to improve the quality of life of the poorest, widows, heads of households, people living in poverty, people living with HIV/AIDS, and poor and vulnerable orphans. NAS’ vision is that poor and vulnerable people have improved well-being, standards, and welfare. NAS’ goal is to improve the quality of life of the poor and vulnerable, especially women and children, through effective and sustainable livelihoods, adopting a fundamental human rights approach, and increasing knowledge of and adaption to climate change.
To achieve NAS’ goals, NAS works to strengthen partnerships with stakeholders, build the capacity and knowledge of vulnerable poor families, especially youth, women, and children, to access basic rights, increase their income, and adapt to climate change. NAS also provides training and consulting services (project evaluation, auditing, research, and social enterprise) to support institutions and development projects. Currently, NAS is implementing three thematic programs, including improving the health sector, improving the agricultural sector, and promoting good governance supporting 658500 families.

- Establishing and strengthening Agricultural Cooperatives and improving governance management system.
- Establishing chicken, frog, fish, and vegetable producer groups.
- Providing technical training on agricultural adaptation to climate change.
- Supporting agricultural materials including greenhouses.
- Supporting and promoting agricultural markets.
- Supporting national learning forums with key stakeholders.
- Promoting primary health care and education.
- Promoting national resources management (community forestry & fisheries).
- Improving and promoting access to local public services.
- Improving/promoting responses from local services providers to citizens.
- Improving the quality of sub-national services.
- Supporting disaster resilience and preparedness.
- Supporting sub-national, open forums at the national, province, district, and commune levels.
Partnership with Ponlok Chomnes II
Under the Ponlok Chomnes Program Phase II program, NAS implements a project that “promotes responsiveness to citizens’ priority needs through an inclusive forum at the sub-national level” that works with 3 communes and 28 villages in Kang Meas district, Kampong Cham province. The project works to increase citizens access to information at the local level and their ability to fully participate at the sub-national level. The project also works to improve collaboration between citizens and the government and to integrate citizen priorities into commune investment plans.
