Background
The Cooperation Committee for Cambodia (CCC) is considered the oldest and largest membership-based organization serving non-governmental organisations (NGOs) in Cambodia. CCC has operated in Cambodia for 34 years, having been established in 1990 and officially registered with the Ministry of Interior in 2011. In 2024, CCC had 190 active NGO members, integrating both domestic and foreign organisations whose operations cover diverse development sectors in Cambodia. Members also include a number of national and international civil society platforms. CCC has established formal collaboration agreements with 16 provincial NGO networks and works with five provincial community-based organisation (CBO) networks, representing a wide range of geographic areas.
CCC utilizes a program-based approach, consolidating its efforts to address the needs of its members, target groups, and beneficiaries, while responding to emerging development challenges and addressing the enabling environment for the groups which it supports. Since 2011, CCC has implemented its Governance Hub Program (GHP) which has been the group’s main initiative and has driven CCC’s goal framework. CCC aims to perform three key roles:

CCC aims to perform three key roles:
- Coordinate: CCC plays a significant role in bridging gaps among development stakeholders (particularly civil society, the government, development partners, and the private sector) by fulfilling the needs of members through capacity development and inclusive partnership. As the largest membership-based organization for NGOs in Cambodia, CCC already has well-established partnerships with stakeholders at the national, sub-national, and regional levels. In this role, CCC will continue to strengthen synergies particularly within civil society, including by sharpening collective efforts among CSOs, CSO networks, and coalitions at all levels.
- Monitor: CCC plays a critical role in monitoring policy development, legal frameworks, and how they are implemented. CCC also builds the capacity of its members and target groups regarding these legal frameworks and policy developments. This capacity development aims at fortifying these groups with a better understanding of existing frameworks and policies, enabling effective tracking and monitoring, and facilitating input into reform efforts.
- Advocate: CCC plays an important role in fostering a better enabling environment so that development actors are able to cooperate effectively. CCC advocates for strengthening the enabling environment through strategic discussions, improving the legal frameworks, building effective relationships between government and civil society, supporting cooperation and coalition-building within civil society, and forging multi-stakeholder collaboration and inclusive partnerships.
Partnership with Ponlok Chomnes
Under the Ponlok Chomnes Program phase II, CCC aims to advocate for and monitor legal frameworks, reforms, and policies that affect CSOs at the national level. CCC is organising policy dialogues and will conduct a survey to examine how the enabling environment and inclusive partnerships impact civil society in Cambodia. This study will be conducted with other networks and will contribute to civil society operations and Cambodia’s development.
CCC will also build the capacity of its members and other organisations on the Law on Taxation and Accounting Auditing for non-profit entities. This project will mainly focus on the new Digital Financial Report and its implications for organisations in Cambodia. The project empowers civil society actors to understand the how legal frameworks connect to civic space and will also offer opportunities and advice on improving partnerships amongst stakeholders.
