Background

Founded in 2008 at the regional level, the Affiliated Network for Social Accountability (ANSA) Cambodia was officially registered on November 23rd, 2015 with the Ministry of Interior, Cambodia under the law on association and non-governmental organization. ANSA envisions Cambodia as a country where citizens are capable to collaborate with one another and a society with integrity, dignity and full of freedom of expression in accordance with national and international laws. In achieving the vision, ANSA’s mission is to enhance citizen capacity, fight against corruption, and promote good governance to improve public service deliveries, as well as public resources and natural resource management. ANSA Cambodia works with all policy and decision makers and stakeholders to promote human rights, community welfare and poverty reduction.

ANSA’s Main Activities

ANSA is an independent Social Accountability NGO and it enriches experiences on social accountability in both capacity development, tool design and implementation in Cambodia since 2010*. ANSA has experiences working in both national and sub-national level with province, district, communes/Sangkat. For instance, Check My School project has been working mostly with​provincial administration, sub-national administration (SNAs), in cooperation with other NGO partners and communities. In addition, ANSA has its provincial networks that work under ANSA’s projects. Regarding financial capacity, ANSA is one of the other USAID’s partners since 2012 through Result for Development Institute (R4D) and East West Management Institute (EWMI), European Union (EU) through CARE International and NEP, and Open Society Foundation (OSF). For the target area, ANSA has targeted Phnom Penh, Ratanakiri, Mondulkiri, Siem Reap, Kampong Speu, Takeo, Kampot and Kandal with its capacity development programs for strengthening capacity of provincial councilors, district councilors and commune councilors on Social Accountability, Decentralization and De-concentration (D&D) and good governance.

Partnership with Ponlok Chomnes

Funded by DFAT through The Asia Foundation, ANSA is implementing an action research project on social inclusion in commune development plan (CDP) and commune investment program (CIP) by targeting 38 communes/Sangkat of 16 district/khan in Phnom Penh and other 7 provinces. This research project is expected to assess and give recommendations on the existing enforcement of D&D policy, good governance framework. Also, this project will give more inputs on the future outlook for commune/Sangkat in integrating social inclusion into their local planning while the commune/Sangkat budget is possibly increased in the coming years. The research findings will be used for a campaign to increase social inclusion in CIP as well as in accountable, transparent and equal policy-making.


*ANSA-EAP reached Cambodia in 2009 through capacity development programs such as training for Commune Councils, District Councils in participatory planning, procurement monitoring, youth engagement, score card, PETS, advocacy to improve administrative public service deliveries. ANSA Cambodia was registered at MoI on November 23, 2015.
